FAPESP/NSERC CREATE INITIATIVE 2013

Public announcement for opportunity of support of research and research based training projects involving the exchange of researchers, and/or doctoral and postdoctoral fellows under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP) and Natural Sciences and Engineering Research Council of Canada (NSERC).

1. Introduction

FAPESP invites interested researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers, doctoral and postdoctoral fellows between the State of São Paulo and Canada, under the terms and conditions hereinafter set forth.

2. Scope and Purpose

The purpose of this announcement is to define the conditions for the submission of proposals for the exchange of researchers, doctoral and postdoctoral fellows from the State of São Paulo and Canada within the scope of the Scientific Cooperation Agreement between FAPESP and the NSERC, specifically under the scope of the NSERC Collaborative Research and Training Experience Program (CREATE) www.nserc-crsng.gc.ca/Professors-Professeurs/Grants-Subs/CREATE-FONCER_eng.asp.

2.1 Priority Areas

This announcement invites research proposals in all field of knowledge compatible with NSERC’s CREATE Program.

3. Details of Collaboration

3.1 NSERC will contact CREATE Principal Investigators alerting them to the opportunity to connect their existing training initiatives with collaborators in the State of São Paulo. 3.1.1 Researchers in the State of São Paulo will submit to FAPESP a corresponding grant proposal, as described in item 8) and researchers in Canada will develop a brief joint plan (maximum 2 pages) that will be submitted to NSERC for review.

3.2 NSERC will also alert new applicants to the CREATE program that an opportunity for building in joint training activities with collaborators in the State of São Paulo is possible.

3.2.1 Researchers in Canada will develop a brief joint plan that must be submitted to NSERC as part of the CREATE Letters of Intent (LOI) Stage.

3.2.2 After the results of the NSERC CREATE Phase 1: Letter of Intent (LOI) are known, researchers in the State of São Paulo will submit to FAPESP a corresponding grant proposal, as described in item 8) and NSERC will receive the full application.

4. Eligibility

For this announcement the eligible candidates are Principal Investigators of ongoing research grants funded by FAPESP in the following schemes: Regular Research Awards, Thematic Projects (Principal or co-Principal Investigators, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs - Principal or co-Principal Investigators).

6. Duration of the project for the exchange of researchers

The activities foreseen in this project must start while the researcher holds an ongoing FAPESP research grant related to the activities of this announcement. The maximum duration of each project is 48 months, non-extendable.

7. Funding principles

7.1 FAPESP will provide funding of up to CA$10,000.00 to cover travel expenses per proposal, per year, and two (2) BEPE fellowships (“Research Internship Abroad” for PhD students or Postdoctoral fellows under the supervision of the proponent researcher) per year, for the period established in the award. 7.2 FAPESP will provide the selected proposals with full BEPE fellowships and/or funds for travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo, who will visit the Canadian Research Institutions.

7.3. Canadian CREATE Award holders are expected to use their existing CREATE grant funds to support the Canadian side of the collaboration including for travel, health insurance and living allowances for student and fellows.

7.4 Canadian researchers who are planning to apply to the CREATE Program are invited to include this potential opportunity into their proposals.

7.5 NSERC and FAPESP expect a balanced contribution to each collaboration.

8. Proposal characteristics

Each proposal submitted in English to FAPESP, shall contain:

8.1) Research Proposal Submission form and Researcher Registration form.

8.2) Summary of the CVs of the FAPESP Principal Investigators and collaborating researchers and of the NSERC CREATE Principal Investigator or co-applicant(s) (bio sketch guidelines are available at www.fapesp.br/en/6351).

8.3) Budget worksheets specifically designed for this announcement (please enclose detailed budget according to FAPESP standards – worksheet available for download at:

8.4) Research project with a maximum of 5 (five) pages of scientific content, including the following items:

8.4.1. Summary of the project to which the proposal is related, including current and expected results;

8.4.2. Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3. Description of how the ongoing or proposed FAPESP project and the NSERC funded CREATE project will each benefit from the exchange.

8.4.4. Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.5. Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.6. Description of infrastructure and financial resources available for developing the research project and research based training activities in São Paulo and at the Canadian university, excluding the mobility/travel expenses requested in the proposal;

8.4.7. Planned activities, including seminars, short courses, visits to other institutions that carry out research activities in relevant areas;

8.4.8. Travel schedule, with correspondence between missions of researchers from Canada and from State of São Paulo;

8.4.9. Signature of the PI from São Paulo, Brazil and of the PI of the partnering CREATE grant.

8.5) Activity Plan (up to 2 pages) for each requested BEPE, if applicable. The Activity Plan shall contain: Title, Summary, Description of Objectives, Work Plan including expected results and the justification for the modality of BEPE fellowship requested.

8.5.1. The BEPE candidate names must be submitted to FAPESP for evaluation after the Grant Contract is signed by the PI and the BEPE rules must be followed: www.fapesp.br/bolsas/bepe (only in Portuguese).

9. Submission of proposals

9.1 The proposal must be submitted to FAPESP by the Principal Investigator from the State of São Paulo before the deadline specified in section 5.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of a single 5-page document written by the PI in State of São Paulo with contributions from the NSERC CREATE PI (or applicant) in Canada.

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project informed in the corresponding field of the FAPESP submission form. This grant must be exclusively directed to this announcement and abide to its rules. Submissions can only be accepted in paper copy, via regular mail (not through the SAGe on-line system);

9.1.3 Proposals not received by FAPESP before the deadline or not in conformity to the specifications herein will be reviewed in the following cycle, provided sufficient funds remain available.

9.1.4 Only the proposals approved by FAPESP and by NSERC will be funded.

9.2.3 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/NSERC 2013” written on the envelope.

9.2.3 Proposals submitted by any other means will not be accepted.

9.3 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director

10.2 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.3 Proposals which do not comply with the terms of this announcement will be considered “not qualified”.

11. Result of the analysis

Final results will be announced by FAPESP and NSERC

12. Contracting of the selected projects

12.1 The selected proposals will be the subject of a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo.

13. Grant cancellation

FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
